I know it is legal to park your car in front of your neighbor's house, but in this situation: they got their own spot, and it is always free, but their child always/consistently park their car in front of my house during all the weekends and during all the holidays. Should I complain? My only concern is I don't wanna screw the relationship with my neighbor and I don't wanna be mean, but I already got a warning ticket for the short distance between my garbage bin and their car. what do you think?

Simply go over and politely explain the situation. 99.9% of the time they have no idea what they are doing and will try their best to fix the issue. No need for any of this passive aggressive bullshit like blocking their house or something. Go over, be polite. Take the ticket/warning and show them what is going on.
Funny this thread is up as I'm having the same issue with our new neighbors next door - 4 cars total... Not only do they have a two car garage in which they can put the cars inside, but, they have two slots outside along two additional slots in which (2) cars can park along side the curb.
As they are new (1 week), I don't want to be the asshole neighbor... letting them settle before I make a move and ask politely.
In your case, a polite convo in passing would probably work just fine.... good luck.

This is exactly what you need to do. That way it's not like you're complaining per say, just letting them know. If it keeps up, let the HOA know and they can deal with it...

Hard to tell from the picture, but maybe there's a bit more shade in front of your house than theirs? I otherwise never really understood parking further from the house you are at.

Actually in your case I would set the "ground rules" asap. Go over, say hi then explain the parking situation asap. When they are still new they will be much more likely to agree with you who came first. If you wait and it becomes a habit, you wil have a MUCH harder time "teaching an old dog new tricks".
At least he didn't park in your drive way blocking you in the garage like what happened to me. City needed everybody to move cars off the street for 2 hours. Neighbor parks his car in my driveway in front of my garage where I can't get out, didn't even ask. When I went over to ask WTF he was doing. He didn't apologize, just got up with a mouth full of pancakes, got his keys to move the car. I never been so ready to fight somebody since I was a teenager.
Part of what's wrong with me but, when I was young my dad would go water or mow the parkway when people parked in front of our house rather than their own (usually the leakers). He got extra excited when windows were down.
I had this same problem in my old neighborhood. I did the "ask politely" thing several times. That didn't work. From my experience the problem here is not that my neighbors were oblivious to what they were doing. They simply didn't want to park in front of their own house. As a neighbor, this is so inconsiderate that it defies logic. For your sake I hope your neighbors are simply just idiots, and not imposing their will on you just because they know nothing can be done legally about them parking in front of your house.
edit: I revisited my old thread about this. Stoogie had an "excellent" solution.
"Rent a flatbed. Fill it with manure, and park it in front of his house for a week in the sun. When he say "WTF?" tell him to stop parking his shit in front of your house and you will get rid of yours."

this is a recurring issue in our neighborhood and just fyi the HOA normally has no say. They will have governing documents stating some items but streets are city owned so they control the parking. if you have issues such as broken down vehicles or those parked for long periods of time their traffic division can handle.
this all said i would do what everyone says and tell your neighbor and failing that do what Taco said.

same issue here...he was parking under the tree because he wanted to keep his car cool. I stated that he has a garage and to use that.... asked quite a few times so now I just leave the guard up on the mower when I cut the lawn.... he was not happy so be calls the cops, cops come and they told him move his cars to somewhere else (perhaps in front of his house?) if he didn't like it. I have 4 cars and a 3 car garage with one bay used for storage so 1 park 2 in front of my house and never in front of my neighbors house. Now he parks in front of his house...

-do you have sprinklers in that little strip of lawn near the curb? you could adjust them to spray over the curb. Turn it on whenever they're parked there. you could weedwhack and mow on the days they're parked there.
don't slash (or deflate) tires, key the car, or destroy property.

Our HOA established a no street parking rule unless your driveway is full. They contracted a tow company to enforce it. I here from pissed off people every once in awhile, but I really applaud the results. Very happy we choose a house with a huge garage and a wide driveway too. That makes it easy on us.

I dont have an HOA but the city says no parking on your front lawn. My redneck neighbor does it constantly so his CAMARO is in the shade under a big tree...I finally reported him again last week for the third time.

I don't know why people are such jackasses about street parking. My girlfriend lives in the suburbs, you think it wouldn't be an issue.
She lives next to a corner house. Four houses on either side before the bend.
The corner house parks their car trailer year round along the side of their house and I've never seen it not there. Their SUV goes in front of that.
Our across the street and to the right neighbor has six cars. Let's call them the fucktards. They're renting a fucking three bedroom house. Three car driveway, but garage is full of useless junk, and they rarely park three cars there.
Old man fucktard parks his work van behind the trailer, on the opposite side of the street. Then when his butt buddy employee comes by in the morning, he makes the employee take his spot, and instructs him to leave the same gap.
Fucktards are nice enough to park their other piece of shit van far behind their work van, leaving barely enough space for me and my girlfriend's renter to park my BRZ and his GTI without partially blocking our driveway.
On their side of the street, the fucktards have enough room to park four cars between them and their neighbor, but since they have their heads so far up their asses, they only fit three.
Talking to them multiple times hasn't accomplished much, because ol' man fucktard is an infinitely stubborn asshole, and squawks that street parking is public. But he raises a big stink and gets passive aggressive if you park in front of his house even once.
It actually doesn't bother me that much anymore, it just sucks for some of our guests who have to park a block away. I have contemplated jacking up their vans and inching them as both close as possible to the trailer and putting my girlfriend's FJ (with a bull bar) right behind them.
Studying the photo at the top, I see a parked car across the street. If it's there regularly, maybe the neighbor's child is parking in your area to stagger the parked cars? This would make it easier for traffic to pass. It's a stretch, but I am otherwise at a loss.
