For the Sake of HP v. Torque debate...

What would a 300 hp and 1 foot/lb of torque car be like driving compared to a 1 hp and 300 foot/lb car?

In the first case, you could go fast but it would take forever to get to top speed?
In the second instance, you'd hit a "slow" top speed immediately?

With that said, is there anyway to increase the torque WITHOUT increasing/decreasing horsepower? All of the mods seemed to be geared for the HP.
