Anywhere salt is used you'll see surface rust on some components. Admittedly, the exhaust tubing looks a bit much for an three year old car, but again salt will usually cause a little deterioration. And most people don't want the underside of their vehicles on a regular basis.
As long as there isn't any rust on the body panels, and all suspension and frame mounting points are fine, I wouldn't be overly concerned about it.

Most likely the car wasnt driven much, or had shorter drives often not really getting the moisture burned off the exhaust. When things sit periods of time they rust like that.

That's too much rust to me for a 3 year old car, I'd pass since most of the fasteners I can see in that picture (suspension, rear diff mounts) are also corroded. Find another less rusty Subaru.

I had a 2003 mazda protege 5, and by 2007 it had rust holes through the rear quarters...I've seen 15 year old Tauruses with a lot less...long story short, never going to touch a Mazda again EVER...warranty was useless, but rust like you showed from Japanese car makers no longer surprises me

This is a 9 year old Honda Pilot (2003) with 192K miles spent the vast majority of it's service in Maryland including rain/salt/snow. Some corrosion (noticeable on the welds) but pretty good considering the age and mileage. A 3 year old car should look better than this.

I'm certainly no expert in automotive undercarriage rust given that I live in Phoenix, but that Subaru looks like it's been at the bottom of the ocean. The amount of corrosion on the rear diff is scary enough to me. Comparing that to the picture of the Pilot above, that seems even more definitive that something's wrong with that Subaru.

Three Wheelin'
My RL with 145K miles and has spent its entire life in WI, the snow and salt crazy state, have a prettier underbody than that! Subies must use cheap metal!
