can someone please explain to me the recent (~3 years) obesssion with Caprice, Crown Vic, etc cars? Specifically with what appear to me as ghetto thugs.

For the life of me I can't see what the logic is behind doing something like that. There is absolutely no way someone can do that to a car and actually think that is looks good. If someone tells them that is does, they should have their driving priveleges revoked for contributing to the delinquency of society.
