Over the phone he said the dash had been replaced and the dash shows 129,000. I was hoping for something with 170k or less.

From the picture it almost looks like the hood and panels have been redone? Dunno I'm not someone who works on cars.

I would like this to replace my commuter and will be my only car so I don't want a junker.

I'm going to get the VIN today and have a look at it in person. He said he would settle for $3100 which looks like the price these usually go for.

If the title is Branded I wouldn't feel comfortable paying more than $2000

From what I can see in the add I think that car has been in a accident, bumper looks like a lighter shade of paint than the fenders and hood.

 

This is one of the dumbest statements I've ever seen from someone trying to sell a car.

 

It's definitely been hit.

 

The front has been repsrayed and not by someone who knows what they are doing. Silver is one of the easiest to match.

 

Looks like it's got a rough history.. My advice is to stay away. For 3-4k you can get one that's much cleaner.
