Yeah, any AAA center (not to be confused with AA, which may take AWAY your license) will do it for you even if you aren't a member...you may have to pay extra though, but not much.

If you are going to any "obscure" countries, check if they even honor international licenses. I got an international license before going to Brazil for 10 months, but then realized after I got there that they don't "recognize" it. I had to apply for a temporary license, but no test or anything, just a small fee.
