Its not always that simple, some systems are passive and ride along with the ABS system, or vehicle speed speed sensor, etc... But as far as I know all Honda's use metal, bolt in style TPMS valve stems.
There are also bolt in valves that have nothing to do with monitoring tire pressure, they are typically used where one needs extreme high tire pressure or racing, however, some people install them simply because they look cool.

That said it can be passive or active, varies manufacturer to manufacturer and like early on-board-diagnostics it will probably fail and be laughed at down the road until it is universal among all makes, much like OBDII

Theoretically, if it has a gray valve cover, it's TPMS, if it's black, it's not.
It would probably be easier if you told us what car you have or are talking about and wee tell you if it has it.
