Allegedly. ...and it is purported to have a Chevy V8 as opposed to the original methane burning Infiniti (Nissan) 4.0 V8

Prowler has little motorcycle-style fenders on the front.

Some states allow open/non-fendered wheels but most don't. I think Cali still allows it, as used on many fenderless street rods. PA (where I live) has never allowed cars with no fenders to be street legal. Other than that, you just need basic safety equipment like lights, turn signals, horn, safety belts.
