How can he scam people?

OK,

I am half-heartedly looking for a 2002+ NSX now that the US$1 = C$1.09 and getting closer to parity. I found a deal far too good to be true so I thought I'd write this guy to find out more about a 2005 Abyss blue (not an OEM color) NSX (2300 miles) for US45k. Guy is in Kentucky and when he sends me back a response, the pics are of a long beach blue NSX ... with background of palm trees, sand, and mountains (re: California!)

And here is his response on how to conduct this "transaction":

Hello again,

I will not ask for money from you because you haven't seen / test driven the car yet. Here is how we can do this. My suggestion is eBay for the transaction. The financial part will be managed by them. The only thing I request from you is to make the payment to eBay but no money will reach my account until the car is inspected. After you inspect the car, if anything seems wrong with it you'll be able to receive a refund from eBay.

Look how this works:

1. I will contact eBay and give all the info about this deal.
2. They will send us the forms by email - for you about the payment.
3. I will send the car to your location and you will send the money at eBay.The car will arrive to your door in 7 days tops.
4. After you will inspect the car and decide to keep it, eBay will forward this money.
If by any reason the car is not as described, or if you find any problems with it I will pay for the returning fees and you will get a refund from eBay. I'm sure it won't be the case because it's a state of art looking and working vehicle.
I apologize if it seems like I'm pushing on this deal but I really want to be sure everything is clarified before any further steps. Please, let me know if some of the terms does not feet you or if you have other queries.

If you wish to purchase it please provide me your full name and address so I can initiate the deal through eBay.

I'm a serious seller and a fair trader and I prefer to deal with a serious buyer. I apologize for this inconvenience and I hope you will understand why I am conducting the deal in this manner. If you consider yourself one please e-mail me back so we can start our deal.
Please email me with any questions you may have.

Best Regards.
My question: how can he scam people using eBay?

Ebay is not an escrow service agency, ebay is an auction site, definately a scam. I think he's gonna screw you on step #2, he is gonna send you some bogus form to collect your bank acct. info, or cc# info, and then go crazy with it.

eBay won't send you "Forms", if they do, it's not eBay you're dealing with. It's a guaranteed scam.

Even if it was in an auction the alarm bells would be going off because the photos don't match the location like you said. Get a photo of the vin and do a carfax on it...

This is off of Autotrader:

I think I'm going to report it so that some unsuspecting fool doesn't fall prey to this scam artist.

He wants you to think that you're handing the money over to eBay, but you'll actually be giving the money to HIM, because he's the one who's going to send you the forms.

Well, I got another e-mail ... he tells me he's in Georgia (autotrader link says Kentucky). No straight answer with the pictures not matching the location. E-mailed fraud protection on Autrotrader to close this listing down with the guy's e-mails.

This is ridiculous.

Back to the drawing board on the NSX.

Similar incident happened to me with an S2000. Idiot claimed to live about 30 minutes from me, I offered to look at the car myself and then I got a reply saying he was in the UK

I got the same kind of offer when I jokingly offered some guy 700 bucks for his 01TL that was riced out, the next day I get an email from the seller saying he will accept my offer (buy it now was $9,000) and all I had to do was send ebay the money, well since I love to mess with these scammers I said yes and led him on a 2 week wild goose chase with me asking tons of questions and saying I went by the place where it was supposed to be and didn't see it, eventually i convinced the guy to lower the price to $200 HA HA and thats when I told him he was full of $h1T and he could pound sand! Be careful of people fronting ebay, he sent me some very legit looking stuff that claimed it was from ebay, but because I gave a fake screen name I knew he was scamming!
