That there engine on the dyno looks like Gemballa's proposed twin-turbo version of the 5.7L Carrera GT for their upcoming Mirage GTR.
Not sure where that text came from, but a 30L. 16 cylinder boxer engine with 1600hp sounds like something you'd put in a WWII fighter plane, not a Carrera GT. Somethin' tells me it wouldn't fit......even if you did manage to put one together.
Anyhoo my friends, always go to the source. Once on Gemballa's page, click on the Dreamcars link in the top bar then Mirage GTR.

It takes a heck of a lot more than insane power to get 1500+ hp to the ground effectively.
I'd like to see a RWD car with street legal tires go from 0-60mph in 1.8 seconds. IMO....
A Veyron goes from 0-60mp7h in 2.5 seconds because its AWD. Even then it can spin its tires in FOURTH gear.
The problem with these high hp cars that near of exceed 1000hp is not power, but traction. You simply aren't going to be able to get a RWD car to get to 60mph in 1.8 seconds with any tire that is remotely streetlegal.
And that doesn't even address the issue of stability and control at those speeds. It took VW/Audi Corps BEST engineers 5 years to perfect the Veyron. And I'm supposed to believe that some small tuner can make a car that can exceed 300mph safely. Again
It took the world approx. 10years to see a car beat the McLaren F1's record of 241mph. It gives you an idea of just how hard it would really be to make a car break 300mph safely.

Well, more info needs to be issued, I think...Porsche may very well tap into their AWD drivetrain to support this car...?

Here are a couple of engines around 30 Liters. They only weigh 1600lbs.-1900lbs. or so.

Well, let's do some math and car thinking here: we have a 30000cc engine in an AWD drive car that can do 0-60 in faster than you can fart...it's doable.

How so? A 30,000cc engine is going to weigh as much as a Honda Fit.
