Well, when they do it that much, people just get numb to it and find it more of a hassle than "Oh geez, I better put my sticker up"...

People are going to get smart like that one guy and basically cause them to be without boots, or make them buy new ones....and they aren't cheap.

Those guys are a bunch goddamn crooks. I'd be in court for assault if someone put a boot on my car and demanded $140 for a first offense. He should have just simply demanded a warning or taken them to small claims court with a copy of their own rules they were violating.
