Something is fishy with those numbers. I seem to remember the US average on a similar chart listing various countries at around 2. Most developed countries were in the single digits and the worst in the world was Egypt around 45. I managed to survive there for 3 years with only two fender benders.

hehe 5 of the top 10 safest states are in new england.

oh and the reason is not safe driving... it's that your state has a pension to steal cars as well as drive safe.
