Call him/a supervisor/desk officer today to get the documents back.
You might want to mention that your former Chief said it was OK to use the non-CA license, but you now have learned otherwise and need it to get a CA license.

Well I got some good news. i got my license back from the idiot. so i can go get my license tomorrow again. then off to my doctor to see if i can get workman's comp for my injury that happened before the accident. Hopefully i have time to go City Hall so i can get this straighten out. wish me luck guys.
