Wow, 10-second exposure? Might be a bit of an overkill, although I have no idea what the original picture or place look like in person. Nonetheless, I have yet to find a location that needs 10-sec exposure especially with the aperture at 2.8. I think that would help with the intense saturation from the city in the background.
Whoever processed the image most likely did some editting too. Imo, too much increase in brightness... like +20 to 25 too much--and the histogram shows. Also, the color balance is way-off; while I am not sure which setting was used on the Canon S1, there is too much yellow & red as a whole...
If teh CG TSX was on the left where the nearby light source is, i think it would have turned out a lot better as well. Dark colors are tricky to shoot @ night!
Here's a quick edit of your picture, i think it looks significantly better with some tweaks:
