If you're a at photography, you should learn with a P/S. I'm not being sarcastic, either.

If you want a DSLR, get a starter one. Even those'll hold you over for a long time with all of the features you'll have to learn.

Technique first, camera second.

A camera with strong features will make life easier for a photographer that knows how to use it. But it is useless without user skill.

I second that opinion above, you can still get amazing shots with a decent point and shoot camera. In fact, I shoot mostly with a Canon point and shoot and I still get great results, while leaving my Nikon DSLR at home most of the time. I have been shooting pictures for most of my life starting with color and B&W film. Get your techniques down first. Try taking a photography class at a community college if you want some good shooting advice. Technology is moving so fast now you could end up with an outdated DSLR very quickly.
