I think prices went back up $200 over the weekend. Or were you looking to buy used/refurbished anyways?
ps. that is a pretty nice collection to borrow from. Nothing I would consider ultra-wide though on a 1.6 crop, so maybe look at the 10-22, and maybe get the kit w/ the 28-135, and that would be a decent kit for yourself when you can't be borrowing an L from your friend

Body only... I'm debating on this and picking up a lens. Question is, best "bang for the buck" standard type lens that is better then the "kit lens" but not too much more pricier if I bought the "kit lens" separately. I'm willing to go a few hundred more then the kit lens....

Get the body and the 50mm 1.8 II lens. It will get you started and it's a good lens. This will allow you to figure out which way to go for lenses.

How about this: I have an unused 28-135 sitting on my shelf.
I have since relaced it with the 24-70/ 70-200 combination.
You can have it for a fair price. It has no box, but a UV filter.
Once you try a L lens, it is going to be very difficult to not buy a L lens.

this lens is not "required" for night photog.. as long as you have a tripod you can get similar results with other lenses.
Thanks guys for all the tips and advice. I think getting the body with 50mm is a brilliant plan. My buddy is allowing me to borrow some of his lens', so that might be the way to go! Then, I can figure out what I REALLY want rather then speculating now and pulling the 'trigger'

The kit lens sells alone for $400, and used in good condition for $325. I think it is a great starter lens, as it gives some reach and some wide, plus you can get it as a kit for $75 less than the retail for the lens. I also like having an IS lens to play with, since it really helps (even thought the 28-135 doesn't have the best IS Canon makes).
I think that for the price of the lens in the kit, it is a great lens to start out with. If you find you need longer, get a 70-200. If you find you need wider, get a 10-22. If you find the IQ of the lens lacking, sell it for what you paid for it and get the 17-55 or the 17-40 or the 24-70.

One friend recommended the 24-105 and the 17-40 L lenses, but it was quickly refuted by my other friend with the above collection. He said they are great lenses for daytime but f/4 will limit low light handheld shots. He had both and sold them to upgrade to the "faster" 16-35 and 24-70 f/2.8 lenses. Although much heavier, he said he couldn't be happier with their ability to absorb available light where the previous ones failed miserably.
Just get the body $938 before it goes back up (the rebate should have ended Sunday, everbody else has raised their prices to $1150), and get the 50mm 1.8 II $85 to get going.
You can worry about the rest later, unless you have an extra $1000 for the 24-105.
