totally agree. i posted my short list of recommendations based on the OP's needs. L glass is always nice, but overkill in this case. I had the Tamron 17-50 before I upgraded to the Canon 17-55. The only place where you notice a difference is indoor shots, where the IS on the Canon is a huge advantage.

yeah i love it! now i just need get 2 lens to satisfy my needs. lol some affordable walkaround lens and the ultra wide angle lens.
it's either Tokina 11-16 for $599(Brand New) and Canon 50mm 1.8 for $75(Used)..
or Tokina 11-16 for $599(Brand New) and Tamron 17-50 f2.8 for $459(Brand New)...
I don't know.. I don't want to spend more than $700 this time since it is my first time getting any lens other than stock lens lol..

This is a very nice lens, but on a crop camera IMHO it's not wide enough to be a "real" wide angle lens and not long enough to be a walk around. I bought the 17-40 and 70-200 as my first lenses (other than the 50 1.8 II). My first "upgrade" was replacing the 17-40 with the Canon 17-55.

^ that's what this employee at Samy's camera told me today.
i tried various lenses today at the Samy's camera after work.
they didn't have Tokina 11-16 there either.. they said too many people want to buy that lens. when i asked them if i can order one from them, they said there are like 20 orders in line for this lens..
i think i am going to have to wait couple months before i can finally get it.
i tried canon 10-22mm 3.5-4.3 and it was great! i just loved that lens.. he said he can sell it for $820.
tomorrow after work, im meeting this local photographer who is selling couple canon lenses for pretty cheap. she's going to bring her canon 28-105mm 3.5-4.5($220), 50mm 1.4($325), and 50mm 1.8($75). Is that first lens any good for regular walk around lens?
i think im just going to get one regular walk around lens and wait til that Tokina gets release more of 11-16..

Of those three, I'd only get the 50mm 1.8. The 1.4 is definitely a very nice lens, but that lens alone is about half of your $700 budget. In a walkaround lens, I think you should look for something with a fixed max aperture (f/2.8 or f/4). The 28-105 gets to be pretty long on a crop sensor and without IS, probably won't be that great.
I'll stick to my original suggestion on the Tamron 17-50 because it's f/2.8 (the original, not the new one with vibration control VC). If you want something with longer reach, you might consider the Canon 55-250 because it has IS. Both of these are great bang for the buck.

I see. I'll purchase 50mm 1.8 for $75 tonight.
Also, I tried Tamron 17-50 2.8 yesterday, it was alright.
The Canon EF-S 55-250mm f/4-5.6 IS sounds like a great deal! $255 shipped no tax/free shipping. Is that a good walk around lens? but it's doesn't have that fixed max aperture like you said i should have though. If this is good enough for me, then I'll just order this!

no, the 55-250 is really a tele-zoom and you're really going to pay big bucks for a fixed aperture on a lens that long. for me, as a consumer and not a pro, the IS is the more important feature for tele-zoom lenses. but the fixed aperture is a must for your walkaround. again, all my own opinion

alright, just bought both 50mm 1.8 and 18-55mm IS kit lens for $150 from local guy. couldn't be happier. pictures are pretty enough for me.
i'm just going to practice with these lenses for like 6 months and get some good lenses later on.
