I'm having a hard time focusing on the object. The lowest I can set the Aperture to is 2.8. Also in the "M" mode, you have to manually set the shutter speed as well, which is affecting brightness of the picture. Could that be affecting the focusing on the object?

^^^ I tried that, but the object I'm trying to focus on is still coming out blurry and the background isn't blurry enough (probably because I need to increase the distance between the object and background as you mentioned).

After seeing the wikipedia page again, there was a picture where everything was out of focus, yet the unfocused items made interesting shapes and colors.

As decided many pages ago.... Don't worry about everyone else's interpretation of bokeh. Just have fun shooting and submit your entry.
Discussing the whole definition, or shall I say, one's 'interpretation' of bokeh really didn't accomplish much or draw any conclusions, so I can't see us all agreeing on it now (10 pages later).
Everyone will use his/her own discretion (and interpretation of the theme) when voting.

I wasn't referencing your photo (indirectly) at all in my last post. I've already given my own personal definition and understanding of bokeh (many pages ago), and have demonstrated it with my photo submission. Some here agree with my particular interpretation of the term, some do not.
Many people have submitted entries and then ask everyone if their photo is okay. The answer to that is: that's up to you to decide, because with this specific topic, you won't get a consistent answer here. I just don't see the point in going around in circles with the definition, as we've already proven that there just won't be a common/unanimous definition of bokeh among this group of people.
I'm pretty sure we just all decided that people will vote based on their own interpretation of the theme, and really, that's not any different than how the contest is usually run. So don't sweat it.

Regarding your photo in general terms (I'm not even going to consider bokeh vs. no-bokeh) --- but one suggestion would be to always take pictures with a focal point/point-of-interest in mind. Part of what makes photos extra-interesting is having something, or somewhere in the photo that immediately draws your eye and attention......Your eye will usually find it automatically the first time you look at a picture. Even though (I'm assuming) the bridge is the main subject of your shot (aside from the bokeh theme), I find my eyes going everywhere on the picture when I look at it...there's no distinction of what should be grabbing me and pulling me in. Again, only my own thoughts, so take them with a grain of salt.

Just to clarify since I see discussion about in-focus/not in-focus... With regards to my focal-point comment a few posts above:
Part of considering a focal point can be to have it in focus, but a lot of it is also the composition of the shot itself, plus a whole variety of other variables. You'll find (naturally) your eye will always gravitate to a certain spot on the picture whether there's nothing in focus, everything in focus, a single thing in focus, or many things in focus. An example I can point to is Dan's submission. Nothing's "in focus", but I find my eye automatically goes to one star in particular. Why? Because he's made it the focal point by keeping the composition interesting (having the star off to the right of the frame), and by using size to capture my attention (that one star is larger).

I'm still sticking by my original definition that bokeh refers to out of focus points of light, so your photo demonstrates that very nicely. There's nothing in focus in the frame so the only thing your eye is attracted to is the bokeh, which is perfect for a contest where the theme is bokeh.
