You need to email stevestms@aol.com (he is the creator and distributor of the decoder)

no, you're not wrong at all. the wheel offset is 55mm, but only for the Type-S.

the factory offset for a CL-P is 45mm.
so i'm safe b/c i'm in the 40-45mm range. it doesn't rub at all. i only got these wheels because i got a good deal on them. Otherwise, for my wheels, i would've gotten like 18x7 with a 41mm offset.

For a Type-S, i'd recommend nothing thicker than 7.5" and an offset of 50mm... (otherwise, the wheel will stick out of the wheelwell... and if its too deep, you'll get scratching for sure...)

i'm probably such a 'newbie' to inquire but, what does a decoder have to do with being within millimeters offset?
