Those are physical dividers between the lanes not lines. They usually stop far enough before the intersection to let you do U turns. If its just lines I think you can swing u turns wherever the hell you want as long as there aren't signs. I do it all the time

um, if this is on the street and you had enough reasons to believe it was alcohol you could look in the bag (alcohol smell, stagger, way of drinking, etc...)
in a car i would imagine I could just look in it in the interest of public safety... ive never actually had this happen, usually i see a bottle under the seat and BLAMMO its mine

it's easy! just have a good background and be in somewhat ok shape, no drugs... lots of tests and lots of stressful situations, but if you work hard you can do it
