Will it fail inspection abs, vsa and check abs light come on

Dealer wants $1,800 for a new ABS module, inspection is up at the end of this month. Can they pass it with abs, vsa and check abs light on!

Subchapter E: Passenger Cars and Light Trucks

(page 38) §170.80 b 4 - Internal Inspection procedure for the brakes:

(4) Check brake pedal and REJECT IF one or more of the following apply:
(i) The brake pedal travel exceeds 80% of the total available travel unless originally designed to do so.
(ii) The brake pedal fades while the vehicle is stopped unless originally designed to do so.
(iii) There is excessive friction in pedal linkage or components, pedal levers are misaligned or
improperly positioned, or the pedal pad is missing.
(iv) A brake warning lamp or other device indicates a malfunction of the braking systems unless the
vehicle is equipped with an antilock braking system (ABS) which is designed to revert to standard
braking operation and no driveability deficiency or loss of braking performance is present.
To me, this reads like as long as the braking system is physically performing fine (other than ABS not working), throwing ABS or VSA codes isn't going to be considered a failure.

If you have the time, the whole inspection procedure is 7 pages worth of skimming (35-42) - just so you know what else they'll be looking for.

im in Pa
my last car 99 RL my ABS light was on & passed inspection but not sure about others lights u have on, I know if check engine light is on can’t pass in Pa
Go to a small shop cause going to a dealership they will definitely fail you
