I just purchased my TL-S yesterday and tried to plug my radar detector in and it sparked and blew a fuse.
I'm definitely taking it back to dealer on Monday. I would have thought they would have maybe caught something like that. It is a CPO vehicle ......

A) You're in the wrong forum, this is the 4G (2009 - Current) TL forum. You need to ask a mod to move this over to the 3G (2004 - 2008) TL forum, in problems and fixes.
B) Are you sure it's not your radar detector plug? Replace the fuse and plug it into the other socket, see if it blows. Or if you have a multimeter, a quick check is see if there is continuity between the negative and positive terminals. At work, the most common problem we see is a bad accessory plug. Very rarely does a socket go bad (though we used to change them in the early TSX's due to a design change, but that design change has already been implimented in your 07/08 S)
