The bottom vent under the steering wheel is throwing air without the a/c on and the passenger side too. Is this normal or is a problem.

 

We need a picture of where this is...

 

i believe under the steering wheel its a sensor and not a vent!

but yeah, please give a better description! or a pic!

 

press the recirculation button on the A/C controls. That is how fresh air gets into the cabin with the A/C off and recirculation off. Once you turn it on (orange little light comes on) the air is blocked from the outside thus stopping it.
