which sat xm package will allow me to connect to my car as a hot spot for pandora
they have xm navi traffic travel and radio not sure which would help

no, XM receives a signal repeated from a satellite that is decoded by the receiver when its activated.
if you want to use your iPad you can purchase a hotspot plan for newer smart phones or buy a device that generates a mobile hotspot. Both of which would require a service plan.
