Constant Phonebook "Importing" on 2012 TL

2013 TL - Tech Package
I am having the same problem with my 2013 TL Tech. My phonebook imports every time I try to dial from the "phonebook".
How do I check my current software version number?
If I'm at a lower number than specified in the tech bulletin, will a dealer fix this even though the bulletin is for 2011 models?
