I'm unaware if this "Vehicle Exchange Program" is being offered at all dealerships, but John Eagle Acura at 16015 Katy Freeway (Interstate 10) in Houston is currently promoting it.
Obviously it's a trade-in/trade-up program designed to separate the extremely naive customer from his/her money. The deal implies that because your car is supposedly in extraordinarily high demand that the dealership is going to offer more for it in trade RIGHT NOW than they ordinarily would.
Right! And if you believe this, you are living proof of what P.T. Barnum has often been credited as having once said, "There's a sucker born every minute." - This quote is not actually from P.T. Barnum, but it makes a colorful story nonetheless. Alas, I digress.
I recently had my wife's 2012 TL (Tech) in for for the 5th time for battery service (the dreaded low battery warning message). When I picked the car up there was a flyer laying in the seat announcing this "wonderful" offer. Then a few days later I received an envelope in the mail from the dealer with a more official-appearing "offer" stating that for as little as $309 a month I could have a new 2014 TL-Tech. Their spot appraisal suggested that I had either "none" or else "limited" warranty remaining and that the new 2014 had significantly better fuel economy and I might even save an average as $70 on monthly repairs and another $50 savings due to not having to pay for routine maintenance and better fuel economy.
Uh-huh...
Apparently "Kristina" didn't do her homework. Had she, she would have discovered that my 2012 TL has only 10,100 miles on the clock and also has 4 years remaining on a 7-yr/100k mile Acura Care extended warranty. We also average 22.2 MPG. - and by the way, it's also paid for.
I mention this only to point out what by now should be obvious; Not only does the dealership have the opinion that their customers are SF morons, but those in the employ of said dealership also have the I.Q. of a common house plant.
I think the time has come to consider going to another dealership as I'm growing awfully weary of this one.
Also on this 5th trip back for the exact the same problem, I showed them TSB12-013 which they were completely unaware of.

^^ And for every 5 excellent Acura dealers, there is 1 as bad as this one that will potentially make the brand look pathetic in the eyes of their customer.

My other vehicle is a 2006 KIA Sorento and I get these same "offers" at least once a year. It's ridiculous that people would believe that for some reason, the dealership just HAS to have my 8 year old SUV LOL

Damn! My experiences at John Eagle and Sterling McCall have been alright, not as bad as yours. I guess I am luck?!
There are many people who think about getting new cars everyday. These marketing campaigns are designed to "justify" those people's new car purchases. If they send out 10 letters and they sell 1 or 2 new cars, it's a success. I would just ignore those letter and move on.

this letters are all a marketing scheme. like Hadakenuh said, if out of 10 people they sell 1-2 cars from this letters, guess what, its a success.
For the rest of us, we just ignore them as we know what this is for.

The dealership where I bought my car sends me generic letters twice a year stating that I qualify for their trade up program, they are vague and only say that my vehicle is in high demand. I got the first one about 2 months after I bought my car.
My wife still gets similar letters from a Toyota dealership where she used to have her old car serviced. She got rid of it 4 years ago and at least once a year gets a letter. There was one personally addressed to her, from a manager, stating that a customer is looking for her specific car in the specific color, and they will give her top dollar if she trades it in immediately. She got another one recently that was hand written and only stating they really wanted her to trade in her car and suggested she see the included e-mail and then a smiley face was drawn on the letter. It included a print out of an e-mail from a manager to an employee asking if there were any customers with 2005 highlanders, and the employee writes back that there are a few and asks why, and the manager writes back, if you can find a silver one, we will give them top dollar on trade in, and the employee writes back, we only have one person with a silver one, her name is [her actual name] I will contact her.
