when to switch summer/winter tires?

When are you *supposed* to swap out your tires if you buy dedicated summer and winter tires?

i ask myself the same question everyday .... who knows ?!?!!?

ova here in jersey ... it is snowing again today .........

and i am dying to but wheels and put them on ...

So what happens when in the middle of winter when it becomes like 60 degrees out and there is no snow for three weeks? The winter tires are fine?
