Need your advice on bump on sidewall of tire

Need your advice on bump on sidewall of tire

Last night driving to D.C I hit a pretty bad pothole. This morning while inspecting the tires I notice a quarter size bump on the side wall of my tire. Is this repairable or will the tire need to be replace? I've only had the tire for about 10k miles....

To add insult to injury I also notice that all 4 tire valve stem caps were stolen....

Tire needs to be replaced.

1) Replace the tire-- it's irreparable damage (belt separation?) in the sidewall.

2) Get new valve stem caps: free from tire place, or <$2.00 for a set of four from CVS or other drug store (unless you got the metal ones)-- I think I paid $1.29 for a set to replace the green caps Costco put on for the nitro-filled new tires on our minivan.

3) Make a claim for the destroyed tire with the Dept. of Transportation or whatever authority is charged with filling potholes.
