BETTER HANDLING - in need of advice

I want my '04 TL to handle like my wife's TSX. Her steering is so tight -- like zero play in the wheel. And it totally hugs the road.

I've received some conflicting advice on how to improve my situation. For me, would this be more of a suspension issue or a tire size issue? (I'd rather keep the stock wheels if I can.)

Is it safter to go with the A-Spec kit components, or would I be better off going with Koni and the like?

Any and all advice is welcome. Let's pretend for now that money is not an issue.
