IMO, the "best" drop is 1" - 1.5". The stock gap on my 2007 TL-S is ~2" to 2.25". I say best based on looks and functionality. I think the "best" drop is a little like the "best" wheels - everybody has a different objective and a different opinion.
The Eibach Pro-Kit drop is advertised at 1". H&R Sport Springs are 1.4" Front / 1.3" Rear. I think Comptech are about 1". Most everything else I found is greater than 1.5".
In any case there is a risk of premature shock wear - the more the drop the greater the risk. Most will recommend a shock/spring combination; Koni Yellow are popular. So are Coil-Over's (Tein or H&R usually).
Check the forum vendors - Excelerate; AcuraTLParts and Mr. Heel Toe for prices. Based on the shopping I've done they are competitive.
Quickest, best value way to improve handling is to upgrade the Rear Sway Bar - Progressive (24mm) or Comptech (22mm, I *think*). It's cheaper than springs too.
I've got the Progress RSB with Energy Suspension greasable bushings on the way. Planning to order H&R Springs either this week or next. That means my comments are based on the reading I've done, not personal experience.

A lot of guys are running tein ss coilovers, others tein basic coilovers, some others are running h&r coilovers, a good majority is running stock or aspec shocks on upgraded springs
Me I would say the best drop is with the koni yellows + eibach/comptech/h&r springs
Height and damper adjustible

The "regular" Koni's are adjustable as well. 3 positions instead of the 5 with the SP3.
IIRC, the "regular" Koni is up to a 20mm adjustment.
