Im not 100% on what wheel i want to go with so we can disregard my main concern is what will i need for the springs to work or if they will work fine with stock struts

They'll work fine with stock struts but will eventually blow out. Lowering springs on shocks will work for a while but the shock will wear faster as it is not valved for that spring rate.
I had tein s-techs on 17, 18, and 19" --no issue clearing. Front will be almost half a finger gap and rear will be 1-2 finger gap.
you will clear 235/40 245/40/18 no problem. on 18x8 +30 in front and 18x+25 in rear is fine.
You will need a spring compressor to compress the stock springs to remove the top hat. You can rent this from autozone, or your local autoparts store.

Be sure to check with the install instructions with the springs to see if you need to cut the bump stops, you don't wanna be riding on them. I had to do so with my 05 Pontiac Vibe when I put a set of S-techs on it, but not sure about the TL.
