White staining on back bumper grill (how to remove?)

Question White staining on back bumper grill (how to remove?)

I recently bought a 07' TL and I'm lovin it but i have this little problem. This grill thing here on the bottom of the back bumper has all this white stuff on it. It was there when I bought it and i thought it would just wash away but it doesnt. I cant seem to figure out how to remove it either so i can paint it, i took off the screws on the bottom and its still held in there by something. My other alternative is to put masking tape around it and maybe spray paint it since its only plastic. Any suggestions would be great thanks!

Alright apparently im a noob and cant figure out how to put a picture but all it is is that it looks like white liquid got on there like paint but only on that grill thing. If i can figure it out ill put a picture.
