A poor seal is causing the leak.
1) Replace the rubber tube.
2) Thoroughly clean the nipple on the rad.
Apply a dab of TFE sealant/lube to the nipple O.D. before squeezing the rubber tube in place.
Also, make sure your overflow tank is not over filled.
If your car is approaching 100K, I would also replace the rad cap.

My car is at 65k miles now, and I know what its like to have a radiator cap go bad on you. The cap on my 99TL went bad without warning once when I was about 500 miles away from home. 
I will most likely be ordering a new radiator cap along with the pipe.
So this is what I should use to seal it?

Apply a light skim coat to the rad nipple, just too squeeze the new rubber tube in tight.
That TFE sealant looks good. I have a small tube of TFE sealant (pool supply store) left over from fixing my hot tub, and its a great product for this type of application.

Also, I would inspect the overflow cap. It should vent to atmosphere. Might be good to remove and blow with compressed air. But, I've never took a close look at the 3G overflow tank cap to see if theres any easy clog point.

Your very lucky, I have the same issue but my coolant ended up spraying all over my engine bay. Only happens when I have the A/C on and I am in hot weather or going up a steep incline.
I was clueless as to where the coolant came out from the first time and second, so I guess it was this hose or the cap or even the reserve tank cap is where the source of the problem is. I hope this fixes my issue its happened twice this month a week apart. I notice it when I clean my car every weekend and clean the engine bay inside.
I usually have low coolant in the reserve tank, but luckily have extra honda coolant to fill it back up.

I ordered a new radiator cap, tubes, coolant tank cap, and sealant. I don't have any more leaks, but for some reason my new coolant tank cap doesn't screw down all the way, is this supposed to be like this?
