Anyone have a straight answer of what the turn signal fuse is. Is it the small lights fuse or what?

I have gone through 10 10A fuse and I am still having problems.

The small lights fuse number 4 under the hood I replace, my parking lights weren't lighting up when unlocking or locking the car. After replacing it they light up but my turn signals are still dead. The hazzard switch is also dead. I tried 9 more fuses and same issue.

Could it be any other fuse? if not another fuse what could be wrong?
