TL won't crank has buzzing sound under dash

TL won't crank has buzzing sound under dash

So when I start the car it primes to the fuel pump and everything but then it has a buzzing sound coming from under the dash. I'm having the exact problem this guy is having please help with any clues

I have a new starter cause I thought it was going out and didn't fix the buzzing and new battery please help

I check where the sound is coming from and looks like the fuse box

My ecm/pcm had coolant get inside which fried it and so the card wouldn't start.
I believe I had to replace one of the relays or fuses. I changed the pcm myself but was in court when one of the relays or fuses got replaced. I think it was the starter relay.

It shouldn't be that hard to fix. No more than like half an hour or so. The part shouldn't cost more like 10-30 shop price.

Where is the PCM ECM located

Because I did have a radiator bust all over the engine compartment

551.00 later and new a starter and ignition switch and problem solved. If i would have acted sooner, i could have probably fixed this by replacing the ignition switch 1st. But i drove with it for months like this(where id turned the key, it would buzz, and i would just keep turning off and on until the starter engaged). The mechanic told me by doing that it eventually shorted out the starter.
