Tail light and license plate light problem...PLEASE HELP!!

Tail light and license plate light problem...PLEASE HELP!!

I've got a 2006 TL and the previous owner had installed these stupid LED strips into the footwells. He had just jerry rigged them with electrical tape and they came on only at night when you turn on the headlights. I went to go lube my squeaky clutch pedal and the damn strip just came off and then it wouldn't stick again...I ended up just undoing the tape and taking them off. Now the problem is I lost power to my tail lights and license plate light which will surely get me pulled over. The tail lights come on when I hit the brakes but not when you turn on the headlights or even when you lock/unlock the car. usually they'd flash at you...not sure where I messed up here or how to attach the wires again. There are two little black wires coming out of the center console area in the drivers side footwell and they split off into two ends each for a total of 4 which were then attached to the two stripped ends of the led strip. I tried just wiring them back up but nothing...I have no idea what's positive or what's negative or even which end is supposed to attach to what, I'm a complete electrical noob. Any ideas...

PS: I got the car Jan 2015 after it was repossessed and just need a quick low cost replacement for my 2000 Accord that had a fucked up transmission. I just need a car that drives well which the TL does, I just don't understand why these idiots who can't even afford to keep their car do these stupid mods.

Is the fuse box in the drivers side footwell? I had to remove the plastic cover below the steering wheel to get at the pedal and there was a bunch of wires down there...

Yes just in front of the hood latch

got it fixed, it was fuse #13 under the hood, replaced it and back to normal...just wanted to update you guys. Thanks for the help.
