Steering column is rusty??

Steering column is rusty??
Installing the USASpec into my new 05 today and when I got under the dash to remove it I noticed that the steering column and a few other spots were rusty. Is this normal?

yes, had this in other cars too. Its just bare metal exposed. Oxygen alone will start it to rust.
