Rock chip under bra, will that rust?

Just washed my car for the first time in about a month and put a coat of wax on her. I don't drive it much in the winter (still only have 10,800 miles on the clock) but found this chip under my bra:

It's a really odd chip because it almost looks like it was hit on a previous chip that has touch-up paint on it (prior to bra). It actually bulges to the point where it is pulling up the bra. I can't tell if the bra has been punctured and I don't see any rust, but does anyone have anything like this under their bra? Anyone know if this will rust or if it is rusting and that's why it's bulging?

I don't think it'll get much worse than it is now, if you take off the bra and expose it to the elements it'll rust. But not with the bra on, I think.

It will rust if you don't put touch up paint on it. I would do it now before it gets to that point.

All it takes is moisture to rust.

Yes, but it's under the bra. I'd have to pull the bra off to touch it up.
