Power steering stiffness

I have a 2007 TL-S with 150k. Lately I've noticed it requiring much more effort to steer the vehicle. It got to the point where at idle it had 0 assist, unless you blipped the throttle and it was 100% assisted. It also whines very loud at full lock. Now, the car had the following items replaced;

-55,000 miles the pump was replaced under warranty.
-66,500 the P/S recall was performed.
-87,500 the power steering rack was replaced under warranty.
-150,000 the power steering pump O-rings were replaced, as well as the fluid w/ OEM fluid.

It seems a slight bit better, but it still had dead spots of assist at idle, though sometimes it works fine other times I have to blip the gas to turn the wheel. From what I've read this is typically a symptom of the o-ring failing and pulling air into the system. Is it possible the pump needs to be rebuilt with new seals, or do I need a new pump?

either should work, also make sure there's no air in the system, sounds like there might be.
