Passenger side HID problem

Hello, my wife has an 04' 5AT base. The passenger side headlight leaked water and filled the old ballast with water, causing it to malfunction.

Since, I have bought a new headlight and have replaced the ballast with an aftermarket AND OEM. With good ballast, igniters, and bulbs the headlight will flicker on and turn off immediately, like it cannot hold power to the bulb.

I have checked fuses and everything looks okay. I've checked power to the ballast plug and it's getting power. I was worried about damage to the harness from the water in the ballast, but I cut the plug approximately 4" below the ballast, and the wiring looks fine.

Is there an individual ground for the HID's? What am I missing? It's pretty frustrating as I've resorted to installing an aftermarket HID kit into the OEM foglights, unplugging the driver side, and running the foglight on the passenger side to give that side some loving. That and I'll at least avoid some of those nasty po-lice officers that have absolutely nothing to do. HA!

swap bulbs. If problem remains swap components until you find the one that works and report back
