P0171, P0174 - TSB repair???

P0171, P0174 - TSB repair???

2007 Acura TL type S, 6 speed manual, 126k miles... Have DTCs P0171 and P0174. I checked lambda readings while driving and they are both rock solid so I have a feeling it's a software problem. Remember reading somewhere a while back there was a TSB to fix this specific problem. I believe it's TSB 08-043. Is it possible for someone to easily update the PCM with a laptop and cable or do you need Hondas specific scan tool to do it? If so, is there anyone in the Chicagoland area who'd be willing to do it for me? Of course I will pay. Stealership wants to charge me almost $200 to do it though. Thanks in advance.

What's the freeze frame? Maybe it happens only in certain conditions, like wot high load or idle, and driving around doesn't reproduce the symptoms. Maybe it was one time occurrence, for example because of temporarily stuck purge valve?

By "rock solid" you mean they are close to stoichiometric or you mean that they don't change?

I tried google the numbers, and first couple pages pop up about windshield wiper motor. Updating ECM requires Honda tool and I bet many shops can't do it. It probably requires payed subscription so you would need to find shop specializing in repairing Hondas (you know, like a dealer).
