The dealer says it is. They replaced my drivers side regulator a few weeks ago and i noticed that when the window was lowered for about an inch it would rattle. I dont think it did this before they replaced the regulator. Is this normal? When the window is more than half way down it doesnt rattle.

 

It's kind of the way it is. Any time the widow isn't all the way up or down there's a chance of that rattle you describe. Some positions are worse than others. It's pretty much they way they all are from what I've seen so I'm not surprised your dealer won't do anything. Even if they replaced parts it would still do it.
