Noise on my wheels. Help!

Noise on my wheels. Help!

I just had my tires rotated and balanced.
For some reason they are making noises that I never had.
Anyone know what is the cause? I know I need new rotors but the noises are noticeable even when I don't apply the brakes. kinda wing wing wingggyy noise.

most likely when rotating tires that now have a specific wear pattern that is now going an opposite direction since they have been rotated will make them have noises and howl
