Minor rear impact to bumper

Minor rear impact to bumper

Hi all
I had this guy not paying attention rear end me at a red light. He wasn't going fast, as there seems to be only minor damage. The two bolts that hold his licence place pierced the bumper causing two small holes.
My question is about the bumper itself, as I was told by someone they are good for one small impact only. Is this true? Would the insurance company body shop try to avoid replacing it if it is true?

It's not the bumper, but the bumper absorber and is certainly dependent on the speed at time of impact. If the bumper were heavily damaged, the absorber would have taken the brunt of the force and if damaged it would need to be replaced, but in the scenario you described, the bumper needs to be repaired then repainted and the absorber would be good to go.
