Thumbs down Locktite on oil drain bolt!?

Did the first oil change on my TL yesterday... For the life of me I could not get the bolt to budge . Finally I said screw it and it was either gonna break my wrachet or the bolt seal would break. I got it off and noticed a reddish/orange residue on the crush washer and on the bolt head. Was that locktite? Why in the hell would somebody do that!?!?

Anyhow, got the oil change and in cabin air filter changed out and discovered that my glove box panel is being held in place at the lower holes by zip ties instead of screws. Anybody know what size those screws are?

Thanks!

Loctite thread locker is red, but very thin. Maybe somebody put sealant on the threads. Bottom line, nothing needed.
