Bad ballast?

You should usually replace bulbs in pairs. And it's better to use high quality Phillips bulbs. FYI;

Always replace bulbs in pairs and also do some trouble shooting before throwing parts at the problem.

Take the old driver side bulb and try it on the passenger side, does it work? If not then the bulb is defective. It it does work then the problem is the igniter or the balast on the driver side. Swap the parts from the working side and see if it fixes it.

the "inner lights" 04-06 are the fog lights... turn those on and they may work if your high beams are off, def wont if high beams are on

07-08 "inner lights" are daytime running lights and will be off no matter what if your headlights are on

The high beams for the HIDs are just a flap that allows the beams of light highter than normal headlight operation.

hope this helps
