HID Ballasts shot?

HID Ballasts shot?

My '04 has both headlights out. One has been going on and off (mostly off) for quite a while now. Not flickering; it'll come on when I turn the headlights on or not come on at all. The other one started to get pink and dim, but then recently went out. I was able to turn it off and back on and it turned on, but then it started flickering, dimmed, and went out. Turning it back off and on again had the same results.
I took my headlight assemblies out and I have the ballast hooked up to power with nothing connected to the ballast. I touched the pin that goes to the black wire and the red wire on the harness (assuming these are hot and ground), and I'm seeing 400 mVDC with the lights on. Am I right? Time for a new ballast?
If so, any favorites that I can just plug in? I'm not fond of that $200 price tag for each new OEM ballast.

Check out theretrofitsource.com for alternatives to the stock. 9 years is not bad for the stock ballast and it'll be better than most aftermarket ballasts when it comes to longevity so hence the high price tag. TRS has decent alternatives though and amazing customer service to boot. Shoot them a call/email and they'll definitely confirm if its direct fit.

I decided to go with the Morimoto TRS-1032 3Five Ballasts - D2S ballasts. They are reviewed well and are not ludicrously expensive. I do need an adapter though. Does anyone happen to know what the connection type is that goes from the vehicle to the ballast? Its just a 2 pin connector for power and ground, but I'm not familiar with it. Its probably some propriatary Honda crap.

I looked there, too, but I found the same ballasts on Amazon for the same price, but $40 cheaper for expedited shipping. Sorry TRS and HID Concepts.
I did discover another problem, though. My right side headlight is not getting any power. I tested the pins, and it read 0 VDC. On the left I was getting just under 12, as expected. Furthermore, I put the turn signal bulb in that side and it was very dim. Blinking, but dim. Same bulb on the left was very bright. As I mentioned earlier, the passenger side headlights would come on at times, therefore I suspect a bad connection somewhere and not the wiring harness itself. Any ideas on where to look and/or tighten? Nothing looks obvious to me.
Oh yeah, the fuse is fine.
