Are you sure it's at the wheels? It might be your power steering pump.

I have an '07 TL Type-S 6MT, and the power steering recall doesn't apply to us.

If it was the power steering pump ou would hear it all the time, being in gear or not would not matter. It sounds like it is in the drive train, ie. trans, dif. Is it louder at slower or faster speeds, is it louder on the right or left side of the car?

same on both sides you can only hear it like 1 st and 2 nd gear and only when turning sharply like on a light or from a parking wheel i turned almost all the way
then i hear whinning well when i got little faster it gets louder

It sounds like the differential, the higher the torque the more strain on the differential, casing the noise. If it is still under warenty I would take it to the dealership to have it looked at.

It depends on what exactly is causing the noise, and your repair ability. If it is a gear inside your diff, and you can replace just that gear, and you have the tools and ability to do the job, your cost will only be for the gear. Or you might have to buy an entire diff which can get expensive. But don't just buy a diff for the car with out definitively identifing the problem. You might want to take it to a shop to have it looked at.

If the noise is happeneing only when you turn then it might be the struts or the ball bearing.
Take you car to an empty parking lot or field and then turn right and go in circles, if the noise is there then its your left strut, else its the other one.

Well then maybe the strut bars on both sides are toast. Go under the car, behind the wheels, you will see a rubber spring like object, do you see any cuts in them?

check your lower control arm bushings while your under there. Mine a couple others are shot at around 40K miles. Don't have problems like you are talking about but I encourage everyone still under warranty to check these out. It may be a trend.

Definitely not clicking? If it's clicking when you turn it's your CV's. Only time the power steering pump should whine is when your stopped/idling and you full lock the wheel. And the recall was only for a possible fire hazard - pumps still worked OK.

Car should be fine, properly maintained, I can't see why it won't do 200k+ Look at all these integras and legends that are still driving around
Problems come, problems go. Can't control it. I had my fair share withmy TL but with the advice I got here, I was able to get it fixed and bam! All is good
