Climate control does not function until car warms up
I just bought an '06 TL with 99k miles. The climate control unit does not seem to want to come on until the car has been driven for 10-15 minutes. Occasionally I can shut it off and back on to get it working. Also the outside temp on the dash stays blank as well as the heated seats do not function. They all kick on at the same time. Any suggestions?
If u talking about the heater then yes they do not blow air out unless the temp starting to get up, you can over ride this with fan speed instead. Heated seat element probably broken and it need to be fix.

I disagree with the 2 guys above me...Truong and Bruce, the climate control system if set to "Auto" will not blow warm air until the motor has started to warm up. You can over ride the auto though by changing the mode button or manually pressing the fan switch. Also pressing the windshield defrost button on the right side of the panel will immediately activate the defrost function onto the windshield. Try those options, if it still isn't working then I think perhaps your system is stuck on the Auto setting.

IDK if anyone else in sub-zero weather has the temp display issue, but there was a TSB for cars that showed "---" when the temps exceeded 100*F. The TSB can be found in the 3G Service Dept/Garage thread.
The seat heaters should start heating immediately, and mine can be felt within a few minutes when the temp is 40*+F if wearing denims + medium jacket (the driver's side has heating for the seat and back, but the passenger heater is seat-only). BTW, IDK if the seats are pressure sensitive and require weight on them to heat.

Also, until this morning I've run the heat in manual mode rather than auto so I don't think it's stuck in auto mode.

Any aftermarket work on the audio, navi system or installs of remote starters or alarms?
If so, check the aftermarket wiring and adjacent connections.
If not, I'd replace the climate control fuses in the interior and underhood boxes (one might be bad, but not totally blown), then check the voltage/amps running through the system.
Marina del Rey is two miles away and I've always lived near the coast in CA, so anything under 50*F is cold to me!
I use the heated seat whenever the interior temp is below 60*F, too...

OP, both the climate control unit and the seat heater relay receive power via C506 which is a blue junction connector under the left side of the dash. Check that connector and see if it's loose.
They also both share ground G503 which is under the center console, right side above the ECM. It's possible that that ground is loose.
Also, the power mirror switch is powered through C506. If you notice that the switch will not move the mirrors at the same time that the seat heaters and climate control don't work, then it's likely associated with that connection.
The power wire coming into C506 (from fuse #30 in the under dash fuse box) is N20 (BLK/YEL). Check to be sure that wire is securely fixed within the C506 connector and/or put a voltmeter on the connector at that terminal and see if you have power (with key on II).

I'd start by replacing fuse #30 with a new one. Then if you still have issues, you'll need to check N20 at the C506 connector and see if you have power there.
