Parked the car in the garage last night and when I started the car this morning a CEL came up.
How do I find out what the CEL is for ?

Head over to the local AutoZone to have the code pulled. If no AZ locally, check another auto parts store to see if they have a reader available.

My window washer fluid freezed the other day, I read somewhere that it could blow off a fuse and cause a CEL, is that true ?

Sound's way off to me. Best bet is to do as suggested and find out what the code is and go from there.
How old and how many miles on your ride?
